Manon Le Blanc
Manon Le Blanc is a senior policy maker and cyber diplomat, working for the EU diplomatic service, the European External Action Service (EEAS). Over the last years, Manon has helped shape the EU’s policies on international cyber diplomacy issues and has been driving the work on the framework for a joint EU diplomatic response (the “cyberdiplomacy toolbox”), which allows the EU to use all diplomatic measures at its disposal, including restrictive measures, to respond to malicious cyber activities, and to coordinate attribution at EU level.
Prior to her posting at the EEAS, Manon served to the 2016 Netherlands’ Presidency of the Council of the European Union, and was a senior advisor in the Office of the Secretary General at the Ministry of Justice and Security in The Hague. She holds a MSc in Business Administration from the University of Amsterdam.
