Elena Kaiser
Elena Kaiser works as International relations advisor for the National Cybersecurity Agency of Italy. Previously, she worked as legal and policy advisor for the Cybersecurity Agency of the Ministry of Economy in Luxembourg.
During her work, she gained broad experience on international and European cybersecurity matters, including negotiations of international treaties (AHC on cybercrime) and policy processes (OEWG, IGF). She also managed several cybersecurity capacity building and gender inclusion projects.
Elena holds a Ph.D. in Public, International and European Law at the University of Milan, carrying out research on the limitations of the right to privacy for law enforcement and national security. Elena is also a qualified attorney in law, specializing in criminal law, fundamental rights protection, and technology related regulations.
Elena is bilingual Italian-German and speaks fluently English and French.
